Bug Fix

Upload Disease Clearance (FD#5951)

Fix for errors in Disease Clearance flows;

• DAERA Fisheries Officer issued certificate; disease clearance by Fisheries Office
• VO issued certificate; disease clearance by VO

Flows were erroneously prompted to use the 'Upload Diesease Clearance Confirmation' button when these file uploads were not required. This prevented the application from being 'Completed'
