New Features

Watermark updated to appear more like DEFRA - Freshdesk #2741

The repetition of the 12 digit ID has been updated and now is displayed more frequently across the dithered watermark to match DEFRA's version as requested. The size of the image has also been adjusted to match DEFRA sample.
