Technology upgrade.

PAAS 4.0.0 is an update the the platform components from .NET core 3.1 to .NET 6.0 which is the latest Long Term Support (LTS) version. See - .NET and .NET Core Support Policy

New Features

New features have been implemented in User Manager to help administrate the high volume of users on Jobs Online. These processes can now be done by Portal Admin users (2'nd line support) rather than technical support.

This will be made available to 1'st line support (application administrators) at a later release.

Ability to add public user

A Portal administrator can now add a public "local account" user to a service.

Email confirmed status

A Portal administrator can now view and set the email confirmed status for a user.

Bug Fixes

Ability to reset password even if email address not confirmed

If a new user had not logged in they were unable to reset there password / request a new password link and needed to contact support.

Allowing of Emails for new domains (FD#4273)

New domains types, such as .church, are now allowed. This was preventing users with emails addresses in one of the new domain styles from registering. The software has been updated in line with the RFC.
